Rwanda is fighting off any allegations that the project is using money that would be better directed elsewhere, in a country that receives international aid, by emphasising that the funding is coming from a newly established development fund combining public and private investment.
Last month, it launched a five-year plan aiming to attract £3.5bn in private investment to accelerate Rwanda's economic transformation and expansion.
